at a strategic level. He has been involved in rail system and extension studies in

the UK and has taken a leading role in creating rail and property development hubs,

with the adjacent urban environment.

and International Division entails the review and targeting of the Corporation’s

Degree from Manchester University in 1975. He worked with the Mass Transit Railway
Corporation (Hong Kong) between 1978 and 1984, and rejoined the Corporation
as their Planning and Programming Manager in 1992 after working on the Mass
Rapid Transit in Singapore and Sydney Harbour Crossing in Australia. He has had
senior project management roles for extension and new lines in Hong Kong and
Shanghai. In 2007, Paul Lo became general manager for the Express Rail Link and
Mainland Projects.

Dr Sukhy Barhey joined the Lloyd’s Register Group in November 2006 as a director
of Lloyd’s Register Rail (Asia), responsible for its development and operations,
particularly, risk management and strategic consulting.
He is a safety and risk-management specialist with more than 20 years of experience,
having worked on precedent-setting accident investigation and enquiries. Dr. Barhey
has been involved – from concept to decommissioning – in all phases of major Asian
infrastructure projects, addressing various aspects of safety and risk including safety
assessment and assurance and safety management systems, systems safety, systems
assurance, RAMS, Human Factors, Safety Culture and crisis management.
He has worked on several projects that have set risk-management and assessment
practices for governments and multinationals, and is currently involved in developing
safety and risk systems for rail systems in China.

At Hassell, Rodney was co-designer of the multi-award winning Olympic Park station, the Epping to Chatswood Rail link underground stations and numerous other rail projects. He is c urrently working on the Auckland CBD Rail Link and the Parramatta to Epping Rail Link in Sydney . He was also the d esign d irector for Hassell f or the d etailed p roject f easibility s tage of the Brisbane Cross River Rail Project.
